Dr. William "Billy" Chang is a medical doctor who volunteers most of his time at the Haight Ashbury Free Medical Clinic. He comes from a large and wealthy Chinese family, so can spend most of his time on political activism and volunteering. Dr. Chang believes in traditional medicine, and is also interested in the potential mental healing properties of psychoactive drugs. Though not seriously chemical-soaked, Dr. Chang "experiments" from time to time in order to better understand his patients. To make his patients more comfortable, he keeps his appearance appropriately "hippy", though he is really a bit too old for this look to work.

Chris says he pulled the name Billy Chang out of the air. In an odd bit of synchronicity, there is a somewhat similar character named Billy Chang in the 1920s flashback of TheInvisibles. And Grant Morrison's Billy Chang is in fact based on the flamboyant real life proprietor of an opium den in Edwardian London. Morrison writes, in typical Morrison fashion: "Billy 'Brilliant' Chang is both a higher-dimensional midwife occupying a timesuit and a real person." Aren't we all.
