A common interpretation of the Wizard of Oz has the Witch being the western elite, especially land barons and mortgage holders, who are the remaining obstacle to a progresive revolution in Baum's mind. The water Dorothy throws is rain which relieves the drought and permits the farmer to assert his superior power.
But the witch could also represent the wilderness of the west, contrasted in American mythology to the civilization of the east.
