FrankCairo was once the leader of the Vegas Mob. However, after Mickey whacked FrankCairo Jr. -- at the behest, mind you, of AnnabelleCairo -- things got a little out of hand. By the time our gang arrived in Las Vegas, the Mob, consequently the underground, had degenerated into all-out civil war.

These days, following the death of both Annabelle and Frank Sr., the Vegas Mob is being run by an upstart faction which intends to turn the city into a Disneyland-esque theme park. Certainly Bugsy is turning over in his grave.
